Tiger Shark in his early appearances where he was giving Namor and Miss Marvel very tough fights would stomp. But in modern times he got 1-shotted by Daredevil and choked out underwater by Punisher. I'll take Black Manta right now.

There was context behind most of those losses. But yeah he does job a lot.

Classic Tiger Shark was equal to Namor. Never had many wins, but had decent showings against guys like Namor, Hercules and even hung with the Hulk for a bit, (underwater).

Black Manta would have no chance.

In later years, Tiger Shark was "officially" depowered.

yes. but he's weird. he actually hangs with AM sometimes. ts SHOULD murder him. i think arthur holds back against him often. ts wouldn't. underwater ts should beat him easily. on land the same, but the range of his weapons might help him some. classic ts should take this all day, despite some of the more ridiculous showings i'm seeing. /shrug

AM probably finds it awkward to fight a guy with an old vacuum cleaner on his head.
