1) Because the KKK isn't invoking Obama's name as support for their cause, nor were they ever emboldened by his words or lack of condemnation. Again, this is for obvious reasons (if case you missed it: Because he was both Black and a Democrat)

It is the role of the country's leader (that's Trump) to come out and explicitly condemn the perpetrators of a tragedy yes, every time, even if they said mean things about them in 2016.
