I'm not sure it's possible. just by virtue of the fact Westboro assholes get away with what they get away with by being covered under the protected groups (As a religion), and labeling all white nationalists/separists would probably also fall under that (Discriminatiom based on race.)
Nazi's themselves, that should be possible though.. Surprised they aren't already considered a terrorist group.

the real issue is labeling it "terrorism" when someone decides to deliberately kill a bunch of people for ideological reasons.
we seem to only be able to refer to a duck as a "duck" when that duck is brown and muslim. (or some fringe-left anarchists who fisticuffs with nazis. they're ducks too)

Why not just apply that criteria to any individual/group, and decide if it's terrorism or not?
If it's not because politics, then what is it? (Or maybe it already does designate all people who fit that criteria? So far only Fox called it a Neo-Nazi bill.

if attacks on civilians are religion-based or ideology-based, it usually is a part of a long pattern of terrorist attacks, as we've seen with nazis and jihadists. we know that this is going to happen again and again, so the wise thing to do is categorize it properly and call it what it is, when it happens.
in genuine cases of "isolated incident caused by a troubled individual" it's typically some crazy shit that can't be categorized like that. like some alpha-edgelord who idolizes a fictional supervillain shooting up a movie theater, or some guy killing kids dressed as a clown, etc. how do you even begin to classify that besides just calling them "gunmen" and "serial killers" and leaving it at that? really can't take precautions for wacky unpredictable stuff like that.
Largely successful and peaceful protests in Boston today. Some 20k people showed up to protest white supremecy, and something like 100 showed up for the Freedom of speech rally or whatever they were calling it, only 28 arrests (last I heard) and only a few scuffles. Apparently both sides were separated and Boston didn't allow any guns, body armor, or signs with big sticks that could be used as weapons. Other cities should take note of how Boston handled this, they did a very good job.
Also some surprisingly decent and presidential tweets from Trump about them -
"Our great country has been divided for decades. Sometimes you need protest in order to heal, & we will heal, & be stronger than ever before!"
"I want to applaud the many protestors in Boston who are speaking out against bigotry and hate. Our country will soon come together as one!"
Maybe this will actually be the start of the more conventional Trump presidency that Bannon predicted. Obviously not holding my breath for that, but a good reaction from Trump.
