ROTJ Sidious vs ROTS Yoda 9/10??

when they fought in Sith they were more or less equals, did Palpatine really improve enough in 23 years to be able to easily beat "prime" Yoda??

But I thought none of that power manifested itself until DE.

And again it's not like DE Side was just schooling Luke, so I'm not sure why I should believe he'd do any better against ROTS Yoda than previously.
