Three points here:
1) Owen is stated to be depowered in the very issue you are quoting and it happens before he meet Dr Doom.
2) We clearly see that Owen doesn’t have the marks of the Molecule Man on his face to show that he isn’t using his powers weakened.
3) Owen himself say that his powers kicked in automatically and protected him the moment Dr Doom attacked, meaning that his powers were off when Dr Doom got the first shot.

I said he was shown as having the same powers as he had before as there were several examples (flight, strength, eye beams, TK, matter manipulation, etc,,,). There were several examples. Even if you deny the rock creatures as being matter manipulation, how can you deny he has that ability when he has shown examples of his other prior abilities along the way?
