i think superman can give him a fight as norrin is somewhat of a pacifist.But if supes pisses him off i think he goes down fast if surfy dosen`t hold back,even in the marvel /D.C crossover in what the early 90`s or something.Mxy has shrunk Metropolis down to the size of a basketball in a tray with a glass cover on it,I forget the exact premise as anything where the Impossible man shows up i try to forget it.myxy agrees to restore Metropolis to its original size and the surfer tells superman look are you really going to trust a being like that to restore your city properly.Superman says what other choice do i have,surfer says let me restore Metropolis to it`s proper size and supes kind of shocked says you can do such a thing.Surfer says with my power cosmic it can be done easily,supes nods yes and within seconds metropolis is back where it should be.myxy remains unimpressed and says bet you couldn`t have done it if i had changed it into a cartoon or something power cosmic ain`t nothing compaired to my 5-d magic.impossible man says well it looks like we will never find out.i think this proves that power cosmic gives surfer such a varied power set that few beings can match it.i think he is more powerful than superman and could probably shield supes from the spectrum of light that gives him the power from a yellow sun and kill him any time he wants.he could also bombard gladiator with the radiation that would kill him he is baseicly marvel`s version of superman.

None of the people listed have the capabilities of beat Surfer when he uses his powers in a fight when he would realize that he go all out. He has shown to be on a level above these scrubs.

I can see maybe Orion take 1 win due to his mother box and the Astro Force, but he needs to be taking Surfer by surprise which will be a hard task for him due to Surfers cosmic awareness. Other than that, I don't see anyone doing anything to Surfer.
