It's a shitty statement, really. Tenebrous is an uknown at this moment. The only thing we know, is that Plagueis somehow surpassed him, and that Tenebrous valued using a lightsaber much more then Plagueis.
They both could be in the same tier, and Plagueis could be just a bit superior.
Anyway, Revan was possibly superior to Outlander, and far inferior to Valkorion. That paleces them both far behind Sidious, and I doubt that Plagueis is that far behind him like them.
But it might change. Since Nihilus, Kreia and Sion are in GoH, it might somehow give them a real status in canon. They might be even call a Sidious
superiors in a Disney canon. Always in motion, the future is. But at this very moment, when we have to use legends, Sidious is the most powerful Sith Lord in history, as Plagueis was before him.
