I know for Chulk he's slowly getting stronger and stronger due to the gamma absorption. I'm sure some of the initial absorption dissipates, but the running theme is his Hulk is amping up. He's getting stronger as the run cintinues. It's all heading to a a climax in WWH2.
Not sure if this is the same with Banner.

How can it a permanent amp though? The source told the power up was limited.
It’s like Superboy Prime. He took a hit and was able to absorb the energy to gain an amp. We knew it was temporary because it the source of the amp was limited
However I honestly don’t think the writers actually looked at it as an amp. But without confirmation from either side, It’s hard to argue anything
