The writer himself said he was weakened. Not to mention it was directly stated as well.
Luthor explained that once the meteor would come near saturn and its radiation would be felt on earth as explained here.
Well just look at where the asteroid is at the time.
Passing saturn. In the issue where Superman fought Cap, it was passing Jupiter.
The writer confirmed it too.

What does that have to do with Superman admitting he cant beat Cap in a fight. Kryptonite didn't have anything to do with his statement...lol.
