Cap did not fight final form, vibranium-cocktail Ultron. He fought a weaker version, just like Iron Man did. At that point, Ultron's aim had still been to put his mind inside of Vision's body, so he had yet to use the leftover vibranium to craft the final form we see. He only builds that after having taken Black Widow captive.

You mean a less durable version. Cause Vibranium Ultron is just that....made of Vibranium.
Doesn't mean he is less powerful or slower.

Physical speed, blast power, and the strength of his weird techno-tk would likely stay similar, as it would be the same tech stuck in a new body.
However, he was physically larger (you can see in the clip I posted, and Tony still mocked him by calling him "puffy" IIRC), which means greater reach, and, by virtue of being much more durable, can exert considerably more force without damaging his own body (or, in other words, his body would limit his strength less), which means he was likely notably stronger as well.
