You assume they'd go after every single person who breaks the rule with a meme. Seems unlikely. Just like in this country it's illegal to pirate stuff online. Most people who get flagged for doing it...do not get taken to court. Worst case scenario is usually their ISP sends them an email telling them they are aware this person pirated something and they will list the specific file.
I feel like if there is the potential to go after people for memes even going after 1 person would be an abuse of the law and reason enough it should not be enacted.
