In Marvel, when he's going Cosmic, Surfer is at the tippity top of everyone this side of Thanos. Only Thor has any chance of beating his shiny ass, and that shit is anomalous.

When characters like Orion and DOS Doomsday are not high heralds, Morg is lucky he is mid herald.

His highs really isnt that high. 90 percent of the things you mention have context involved. Surfer would do just fine going up against Superman high showing to high showing.
