Yes. Closer to RotJ than ESB. The Rebellion knows about the second Death Star, and are in the middle of trying to amass their fleet.

There are currently rifts in the Force that are causing Vader's Force abilities to fluctuate wildly(it was a whole thing in the comics)... Though I suspect that will all get resolved before we're properly caught up to RotJ.

Aside from that, there is really no evidence to suggest that Vader's power has done anything but increase since ANH/ESB. Inner conflict 'hindering' him(or w/e) isn't a thing at all right now -- quite the opposite, actually. Of course, that can all change with a single issue... But as of now, I'm comfortable saying that current Vader > ESB Vader > ANH/Rebels Vader, and so on.

In recent Darth Vader issue. It seems Vader has studied and thus gained the knowledge how to make Scourge of the droids.
He also is able to use Force through those infected machines

^ I don't think Vader necessarily uses the Force *through* the droids, but rather, that they act as a looking glass of sorts. What they see, he sees -- and he can then use the Force accordingly from a remote location.

Maybe "via" is a more proper word?

Probably wouldn't go that far (😛) but at least we know for sure that ROTJ Vader > all past incarnations of the character.
