Exar Kun's spirit was clearly written to be more powerful than Luke, mental gymnastics aside

If the general consensus is that Palpatine still holds the Sith leash; Luke compared Kun's weakened spirit form to Palpatine himself.

Luke's compared everyone and their mothers to Sidious and Vader. It's because they're the only two Dark Side vocal points he's faced that are worth talking about.

Who else is he gonna compare people like Kun to? Freakin' Flint? Besides, he compared Sidious and Exar in terms to evil/malice, which isn't the same as power at all.

Kun didn't shield himself at all, or at least, didn't make any form of gesture suggesting he did. Kun merely stood up after the blast though. Though it's evident that despite being on the outskirts of the blast and having a warning from Ood to prep his Force shield, Luke still got blasted back a good twenty meters.

But are you now conceding that Kun's canonically far more powerful than Bnar?
