Metro Man is, to my knowledge, the fastest character to appear in a movie in terms of both movement and reaction-time.

How does being fast enough for the world to be locked frozen for a week compare?
Cyborg 001.did that when "accelerate" was stuck on. Though I suppose the world may have been moving along at a really slow pace, and we never noticed or looked for changes.
