I just watched a clip cause it's been so long since I seen the movie, and while it happens quickly you do seem to be able to see the beam in flight as it hits the building...

... so I wouldn't really say it's traveling at light speed. But hey maybe that's just me, I can totally understand if other people want to chalk that kind of thing up to "suspension of disbelief". Although when you think about it, there's also the massive explosion to indicate that it was more of a "blaster" than outright "laser"(which simply would have slagged the building and bore a perfect hole in the ground).
