Doc is also an ass. He would just play around with no nose by sending different bodies to locate each souls, bring them back infront of no nose, and destroy them.

Iirc, doc's prescience was blocked by tachyon particles emitted by the devices/bombs which ozy had him working on, which was the only reason ozy's plan worked. so while it's true that ozy blindsided doc, he only pulled it off by betraying his trust, which seems to be the only way to catch him off guard
