He's an opportunist. Before the referendum was announced he wrote an article for the Times newspaper (which wasn't published until after the referendum) entitled My Case for Britain Staying in Europe.
He then realised that there was a lack of established "big names" in his party backing the Leave position and so if Leave won and the Prime Minister resigned there would be few challengers to run for leadership.
Of course, in the wake of the result, all those more prominent Leave backers in the Tory Party knew they couldn't fulfill any of their promises they made during the campaign and so one-by-one they dropped out. Leaving Theresa May to negotiate a deal they all knew was impossible by their own design because of their red lines.
As the deadline got closer and closer and May kept being unable to get the only deal that could be done through parliament and failed numerous times because it's a terrible deal eventually she had to resign.
Now there's so little time left that all Boris has to do is run the clock down, make his millions speculating on currency devaluations then blame it all on Theresa May not leaving enough time to get a deal.
To give you an example of what they're really like. His Leader of the House, Jacob Rees-Mogg, lives in a 100 room country estate and by all accounts is the richest man in Parliament. He campaigned for Brexit saying it would be great for the UK economy while at the same time moving his Investment company to Ireland to avoid the consequences of Brexit.
John Redwood, a prominent Tory and former minister is still going on TV saying how a No Deal brexit will bring great opportunities for the UK while giving speeches to private dinners of hedge fund managers telling them to move their funds out of the UK before the economy collapses because of Brexit.
