It's a mixture of a few different things.First and foremost: the Imps were all weakened as a result of the Source Wall's destruction(like abhi said.) Therefore, Lobo's feat may not have been possible if the Imps weren't operating in a diminished state.
Secondly, there is indeed a hierarchy of power among the Imps.
Mxy and Bat-Mite are the two most powerful 5D beings, and as such, can do pretty much anything. In Mxy's case, he can casually destroy/recreate the entire 5th dimension(and all the Imps therein) for the lulz. Can effortlessly destroy/recreate the sum total of DC. Treats Spectre like low-level garbage... You know the drill.
Then you start moving to the 'mid-tier' Imps, like: Qwsp, Mopee, Thunderbolt, Lkz, etc. An Imp like Qwsp can still move freely through time AND Hypertime, and penetrate/control reality at ANY level. Mopee was evidently responsible for the creation of some of the 'big gun' characters in DC/Marvel(from Flash, to Superman, to Batman, to Hulk, to Spider-Man, to the F4, etc.), and supposedly influenced RW events to create Jim Shooter (lol). Even 5D d'jinn, like T-bolt and Lkz, are generally portrayed as Spectre+ tier, and potential universal threats. In fact, Jakeem(possessed by Qwsp) once used Thunderbolt to conquer the 5th dimension with seeming ease.
At the bottom of the totem pole are the no-name/fodder Imps that we saw Lobo plowing through. Their 'level' is virtually unknown... Especially since, as mentioned above, they were all weakened at the time. Though Mxy has stated that most beings in the 5th dimension are capable of creating their own personal realities and such(when they're not weakened, obvs.) /shrug
Now I'm just curious why there is such a large gap between 5-D imps then?
