When he was suggested to be a Mutant-Inhuman, yes.
But that was only them guessing. He did bow before Black Bolt, but for all we know, it could've been him playing with Illuminati and their minds.
Bendis never has a master plan for anything, he is spontaneous. Unless someone writes a follow-up to that story, it's far from confirmed.
Most of the Illuminati series took place in past, Galan. Its release date doesn't matter.
Since he looked like classic self, we need to assume it takes place before his transformation, prior to the events from Fantastic Four #319 and Fantastic Four Annual #23.
Then again, it's Bendis, so who knows what he was thinking.
