What it seems to imply is that every villain is either working indirectly for the GEB or have been directly influenced by it for the end goal.

Eclipso is probably the "corrupted by GEB" version of God's judgement.

Use the same logic for every villain and there you have it.

All.......neat and tidy for the new big "behind everything!!" bad.
