IIRC he was amped when he was borrowing speed from Krakkl and his race, and all of the people and speedsters on Earth. But even with that boost he wasn't fast enough to perform the last feat against the cosmic gamblers, so he managed to increase his speed to an even greater level by himself to beat them.

He's of the mind that he is dispensing knowledge, as per usual. I am starting to think that it is not an act - he genuinely thinks he's being smart. It's not....trolling, per se, he really does think that his viewpoint is correct and that we are all, somehow, blinkered.
It's really weird.
