No, that scene specifies that Darkseid is supposed to be in his true form. The chains are mentioned in the same in the page that comes before the one Abhi posted.

It asks if they're fighting shadows of the gods instead of the gods, so it looks to affect both their minds and powers.

And the way you wrote it, I was expecting the it only made them brutish evidence on my original reading.
