Haven't read the new one, and don't plan on it because I can't see it standing up to Carey's classic, and don't want to put up with it possibly having any ties to the TV show.

So yeah, very similar to what Lucifer did from what I can tell... Except we know where Dream's power stands in relation to Lucifer's.

It is universal at the very least. Possibly far more, as the distinction is made that it isn't just a new realm(singular), but a new EVERYTHING(plural.)

Either way, we should know more about Dream's creation in issues to come.
