We were explicitly told by Puppet Master that Hulk was at full power, with his rage AND PM's rage combined. We were also told that Hulk was NOT fighting the control at all-

Yeah she was one of the ones I had in mind. I was just trying to see if there was a "top three" or anything, like there tends to be with pretty much every other way of measuring superheroes.

Define full power. By his very nature, his power increases with anger/stress and without a limit too. Theoretically anyway. Green Scar at World Breaker levels is one of his angriest (thus far) forms and that's still not his limit. According to Ewing, Devil Hulk isn't even at Green Scar's level of anger, let alone Green Scar at WB levels. When really enraged or pressed, he simply reverts to his Savage persona.
the Thing did win fair and square. Such was Slott's intent for something he was yearning for months. In this context, full power simply means Devil Hulk was fighting at his best.
Don't forget, Ben was beaten so badly that he was falling apart. Even a planet mantle splitting blast from Galactus himself barely damaged him. He got lucky, KOed Hulk and woke up a week later, in traction. Hulk was simply KOed for not too long.
Its a high end feat for Ben instead of a low end one for Hulk.
