Thor wasn’t King for very long before Galactus arrived. It was implied he started getting the OF but last time he was King it took a very long time and some mental blocks before he could access Galactic/Universal level feats.

I say not sure because Odinforce was weaksauce prior to him being king. Plus Odin is not dead. Normally in the past, the Odinforce slowly grew within Thor after Odin's passing. But if it did pass to him, it wasnt much to begin with if we consider current Odin.
Odin is still alive and significantly weakened (No Odin Sleep etc.). Is Thor getting stronger but virtue of being King? Does the OF transfer work the same way?
Also, Odin and Asgard were disconnected from the World Tree, the source of their power. That would be the explanation I'd use.
The Black Winter isn't just destroying the Main 616 Universe, it's apparently roaming and destroying other Universes. It just destroyed the DC Universe (Camo).

The OF transferring is debatable, nothing explicitly stated yet, but when Thor threatened Loki in issue 1, he said that he gained some kind of power when he became king.
