This. Unless and until we see them all merging, the issue confirms that Hulks are distinct personalities, with different power levels.
With the cap being WWH, and thus other showings from other Hulks which surpass his showings being PIS (as he is canonically the strongest Hulk - am ignoring WBH of course).
I know Carver is just trying to troll, but I wanted to point this out
