So... if you think about it for a second... there should be nothing stopping him from trying to assassinate Fisk... especially now that he's a mayor of NYC and keeps appearing in public more often than usual.

Norman is a pathetic low meta, inferior to Spidey in every way, and outside of the stolen Stark armor, he tried his best to avoid most physical confrontations.
Even when he faced Clint Barton, he didn't lift a finger; he had Ares doing all the work for him.
As for the kick question.
Fist was able to affect Rhodes with such strike, so of course he would affect Norman - even if he was wearing the suit.

The scene was meant to be a big reveal of him just grabbing it
