At the moment, all we can say now is that there's perhaps something to do with them being in the control room which allows them to make the change. But they're still making changes, on a multiversal level.

No, ita not fully functioning. They need the essence of the people from the actual multiverse to pretty much agree in order for the bond to hold and take place 🤷🏾‍♂️ everything was created by the World Forger as a false utopia. John and the Wallybarry Flash ain't did nothing stop saying what we can say at the moment when they've explained what's going on already
John never created a universe in the first place. He TRIED to, but the ring wasnt capable. He made a pretty glowing green diorama but couldnt create anything even though his willpower exceeded the rings capabilities.
The context of that story was to show John was willing to do anything to redeem himself from that disaster and he would go back and try and try again
You read the book, he says there was no timeline where they win so he made a new multiverse and locked up anybody that would side with doom 🤷🏾‍♂️ and now he wants to replace the real multiverse with the fake one by bringing the essence of everyone who agrees to the fake joint
