Hulk being imprisoned, for me, doesn't mean anything - we've seen him ramp up from depowered puny Banner to nearly sinking the Eastern seaboard with a footstep in a couple of panels.
Whereas arguably Herc would be even more weakened as he hadn't faced meaningful opposition for so long and was out of practice. Imagine any MMA fighter partying for a solid month before a big fight.
Mortal Herc faced Vapor before and , whilst he didn't straight up tank her, didn't die.
