Apparently...according to Doctor Aphra #36...Palpatine didn't run the Empire at all...it was just some random Imperial Minister Pitina Voor.

Like you said, the implication is that Mar-Mas Voor is who masterminded/engineered the Empire's rise to power after it was first established, and Palpatine just sort of f*cked it up on his own over the years with all his seedy villainy and whatnot. That's why she wants him dead in the series' current arc, lol:

The implication I get is she is a delusional old bat who over inflates her own importance. She may have been of some use, yes. But the true person holding the Empire together? Bullshit.
