If someone has the intellectual capacity to understand the term retard, then it likely does not apply to him. And if he does not, then he likewise does not have the capacity to take offense. It may be a different conversation if the target of the term was someone with an intellectual disability. However, in the vast majority of cases, the target is someone of average intelligence who is being shamed for not exercising his mental faculties by comparing them to a level that is below his station. It is not the fault of someone else if the only station below the one someone currently occupies is challenged.

In your example, gay is not being used to provide commentary on something related to LGB sexuality or culture, e.g. "Richard Spencer has gay face," but as synonymous with something that is generally dissatisfactory, e.g. "That's gay."
It is objectionable insofar as it is a logical misapplication that implies that LGB sexuality or culture is itself dissatisfactory, but I am not going to get bent out of shape about it. I am not the word police, you do you, and people will let you know what they think about your particular word choice.
