How so?
My view of both is as follows.
Darth Malgus:-
Force powers = 80
Lightsaber dueling = 80
Durability = 90
Darth Caedus:-
Force powers = 70
Lightsaber dueling = 85
Durability = 80

Elaborate.
I mean, besides the fact he's portrayed as the Outlander's peer throughout Ossus. He already has Caedus tier feats in Decieved, which is 12 years before he enjoys the same rate of daily power growth that Caedus himself was stated to enjoy at his height of power. Then he goes on to survive mortal wounds, being thrown down a reactor shaft, surviving having said insanely powerful reactor blow up in his face; despite it being stated to be capable of destroying two shielded fleets within an enormous radius, and the vacuum of space. Yet in Jedi Under Siege he's 'as strong as ever'.

Fighting together with The Outlander on Ossus doesn't mean he's his equal. The Outlander is literally multiple tier above Malgus.
Peak Oultander>Unchained Vaylin who can incinerate Arcann casually who can effortlessly beat KOTFE Outlander who's significantly more powerful than end of base game Outlander who can beat Malgus.
>Caedus tier feats in Decieved.
The last feat I'll admit is good but I'm not exactly sure it's better than anything Caedus has to offer.
Nah, Malgus and Imperial Outlander basically have a Legolas/Gimli rivalry throughout it and neither appear to have an edge on the other. Malgus as of False Emperor is clearly not his prime anymore. Though it is interesting that HoTlander admits that he couldn't outskill Malgus in a duel.
But yeah, Aryn Leneer having the strength to percieve hyperspace as a 'slow crawl' is one of the most insane feats of perception in the mythos. Yet she gets even stronger after that feat and still gets stomped once Malgus gets properly serious. Before his prime in that novel he's matching the engines of a freighter with his telekinesis, which is itself insane. All of this is a serious low-showing for him by the time of Jedi Under Siege.
Malgus is an absolute behemoth.
