If arrests were made for false ballots cast for Biden, it would be all over the news and the internet. Trump would definitely be singing and dancing about it.

Not so sure about that. I think the both the media and Trump would have good reason for not bringing it up right now. It's also possible the arrests could've been made in secret without anyone else witnessing them.
If there are lots of people involved with the fraud which I assume there are the authorities probably wouldn't be able to arrest them all at once and they wouldn't want to tip off everybody involved that people are being arrested in connection to that.

I did not make the meme. I saw it flying left and right on discord. Tons of memes were popping up (pro-Biden, pro-Trump) and I laughed at that one because I had just looked at the vote count graph by time.
Wish I was that clever and artistic to make that meme.
