Honestly, I get a clear vibe from this series that Perpetua is on another level from even Mxy. These super celestials are completely beyond the scale/purview of the 5th dimension, as they govern an INFINITY of Multiverses like DC, and Perpetua is the most feared and reviled being amongst them. It seems DC is trying to ramp things up a notch by introducing cosmic forces far beyond the DC Multiverse —Mxy included.

And Mxy has already effortlessly destroyed the whole of DC comics...ALL universes, across ALL pasts/presents/futures(ie. Hypertime) + EVERY numbered dimension...and then recreated it all with a literal *snap*. So there again, Perpetua residing over the DC omniverse wouldn't even be enough to prove that she is beyond him.

whats with the dimension tiering of current DC ?? I highly down perpetua scales above mxy's or pralayas high end busting multiverse busting feats . Especially considering the fact that in DC higher dimension dwarfs the physical multiverses by a unknown degree . We can only see mr mxy and pralaya destroying them on that scale under their own power .

Even though most of DC's Crisis events have mucked with all mainstream timelines(past/present/future), they have still primarily taken place within the Orrery/3D continuum, which leaves everything residing outside the Orrery unaffected.
Of course, there are some Crisis events which have indeed transcended the Orrery(ie. Final Crisis) -- and in those cases we have seen the higher-dimensional realms, along with the Orrery, affected as well.
Large-scale events that happen in the higher dimensions almost always have huge ramifications in the mainstream 3D continuum. We saw this on a very large scale during FC, obviously... And we also saw it during Morrison's run on Action Comics, when Vyndktvx used the Multi-Spear from within the 5th dimension.
For an update on these shenanigans: It seems the World Forger, an apparent equal of AM, was able to create an entire new (perfect) Multiverse separate from the DC Multiverse due to the latter's inevitable annihilation at the hands of Perpetua. He also implies that he ushered in all the lives from the prior Multiverse after each crisis, (Did he create these new multiverses as well??) by merely striking his hammer, so I wager AM is at least as powerful as Barbatos, if not stronger, given his parity with the World Forger.
