They handled Fallout 76 terribly. In some instances, they were actually banning people for making mods that fix bugs that they wouldn't fix themselves. Just seemed like a poorly thought-out attempted cash grab, which blew up in their faces.
Even Fallout 4 isn't that great on its own. A lot of cool concepts that are poorly executed, like settlement building and ally support in the field. And compared to previous installments, character leveling and development isn't great either. The game has fairly decent shooting mechanics though.
But at least the Creation Kit allows for tons of mods that allow you to basically overhaul every part of the game, so you alter/add to settlement building options, faction strength etc. or whatever you might not be a fan of in the base game. Or just create entire segments of new content:

Swords, axes, it's easily one of the most moddable games of all time.

Fair enough I guess, but a lot of those mods seem to be skin changes.
EDIT: To me, the fact you can turn your lightsaber into Clouds sword doesn't make it awesome.

People go pretty crazy with mods for Bethesda games (sometimes too crazy IMO. Seriously, I don't need my character to need to poop a few hours in game after a meal). There is even a Secret War mod for Skyrim, which features (attempts at) various Marvel and DC characters. And there is a ton of stuff for the Fallout games too.

I still have a crapton of Skyrim quest mods and things I need to play through when I get some free time. I recently re-installed if after a particularly nice-looking environment texture overhaul caught my eye, but haven't actually gotten around to playing much. But when I saw this, I found it hard to resist.

Yeah, there are a bunch of options there, depending on what you are looking for. My go-to combo if I play mage is usually Full Magic Scaling + Phenderix + Apocalypse. The scaling mod to make magic not be next to useless at higher difficulty/levels, and Phenderix and Apocalypse adds hundreds of new spells between them, including water/poison/wind/blood magic etc.
I'm one of those giant dorks that has a real appreciation for the smaller mods as well though. Like this:
