I think it's only fair to point out that what Hal did in ZH is no different than what Krona or another random guardian with a regular time machine was able to achieve in Ganthet's Tale: interlink the beginning and end of time, which is what was causing the universes/timelines to collapse. So it was a domino effect type of thing. He was still multiversal though as was apparent when he was able to recreate most of the multiverse under his own power.
