Character two is only retroactively class 80 if character one is assumed to be. This is assuming character one did not receive any amp.
But Character two is not class 80 if character one isn't assumed to be (average is argued instead).
So it boils down to how one treats fiction inconsistency.

You know that characters don't share feats. if you want to prove Faora can do something, you have to show her doing it.
