As a person in the IT world, this is such a giant load of crap. The website is the front-end that serves up the information in a pretty wrapper. The backend stuff is the database where it pulls that data from and serves up the web page in a nice pretty package. The frontend can be changed forever and ever and ever and it still has nothing to do with the databases it pulls its information from.

There is absolutely zero reason to delete back end databases to redo the look and feel of your "UI (user interface)" for a website.

A great way to think of this is your mobile phone and using Amazon to order things. You can buy and use as many different mobile phones as you want but you will still access the same online Amazon account the same way regardless of the mobile phone you're using. It pulls the information from your Amazon account from the same databases no matter how many different mobile phones you try to access that data from. Sure, some mobile phones are much more beautiful than others and much better...but the Amazon account details (such as orders) don't change.

Same with court records and their court website used to access those records. The records will stay the same and you can change the website up as much as you want and it still has nothing to do with the court records.
