I think DC is operating at a whole different level.
We have beings that can forge multiverses and is created by a one of many multiverse creator who was imprisoned by cosmic judges that report to ThE source
while in Marvel TOAA is restricted by his own system then allowed thanos to absorb bis multiverse and then become strong enough to challenge defeat him.
If DC characters were to absorb the multiverse would they be able to challenge perpetua? Doubt it and we don't even know how many levels below she is from the supreme being.
I'm gonna go with Manhattan. He's being shown as a supreme being something marvel.is lacking these days.

Also, He wiped out everything in The Bleed. Pre/Post-Crisis this would mean an infinite number of Earths and their timelines. It still doesn't extend out past the speed-force. And it doesn't even come close to the Source Wall. There are realms inside of realms between these two points.
Wiping out all of the Earths, which is exactly what he claims, is nothing compared to literally wiping out DC as a whole.
Mxy also got imprisoned by other members of his race in the Phantom Zone miniseries.
Aethyr and Thul-Kar had to break him out by basically taking control of him and later absorbing him.
And Aethyr is way weaker than the Endless since he governs the Phantom Zone. Thul-Kar is just a Kryptonian with some occultic magic that allows him to enter the Phantom Zone and act as his sentinel.
And Mxy got ****ed by Aethyr.

On top of everything else he did, Mxy "took a second" and destroyed not only the 5th dimension, but EVERY numbered dimension in DC(including even the fractional realms):

Mxy's claims don't matter if they don't line up with his previous showings. It's also possible that Mxy simply isn't aware of the higher planes that he couldn't destroy.
The 5D universe exists in the same bubble as the numbered worlds, just on another dimensional plane. Destroying his own dimension doesn't show that his power extended past Orrery of Worlds. It's also important to remember that this feat happened YEARS before an official map of the multiverse was released. It's not gonna line-up 1:1
