Logan should obvs be higher, so should Cap (slightly though)
logan can match cap in h2h easily, but logans mind works faster for shit then steves does as explained by beast who was running neuro checks on logan while he was in the danger room. logan trained piotr who is classified as expert in h2h, jubilee actually better fighter then piotr, trained by logan, kitty pryde, who equals betsy in h2h, and both trained by logan, storm, black widow, nightcrawler in unarmed, kurt took swordmanship from somebody else. and hes gone rds with ironfist who is second best on earth. and he did train with electrka again, and she can beat dare devil cause she has, cause shes highly ranked in h2h in marvel on eaarth. oh and logan while still mostly feral beat the crap outa chang chi who is by far the best h2h fighter on earth, alll of marvel agrees on that. its not like logan spend decades in asis training in various martial arts, then europe for a bunch, africa. he was fully trained before he fought in pretty much every war since he was born.

Shang chi is notably to be the #1 martial artist on earth in his prime. To beat him is a great feat nonetheless, obviously he's gonna lose due to the nature of comics. nobody is ever undefeated, but to own that title is insane.
