Mxy is the embodiment of imagination in the DC Multiverse, but the 5th dimension does not necessarily exist in the same way in every multiverse across the greater omniverse.
Hence why it is entirely possible that the 5th dimension itself is an Omniversal force that spans across, and links, all of the fictional works in DC's superstructure.

Furthermore, we already know the 5th dimension doesn't transcend perpetua's creation, because otherwise the destruction of the source wall wouldn't have an effect on it, nor would the Sixth Dimension, which is part of the DC Multiverse, be beyond it.
And the 6th dimension is not part of the mainstream multiverse that Perpetua created. It, like the 5th dimension, is outside of the multiverse.
