To contextualize the above questions, I'm not sure there is much genuine debate as to whether Flash is faster than Superman. Flash is. And I don't think Superman trying to approach, match or exceed Flash's speed is any sort of winning strategy in a thread like this. But I think that thought would also occur to Superman himself. He's smart enough to know that, right? So I guess I'm just wondering whether Superman has defeated a superspeedster on Flash's level in a clever way on-panel.

A way that accepts the idea that trying to do so through superspeed only is futile. I mean.. Flash's rogue gallery has done so on-panel. Superman can't?

That's the definition of FULL CAPACITY and PIS (flash doesn't clock his opponent right away and be done with it).

This fight depends on how much faster is flash over Superman.
Can flash statue Superman?
Can flash make Superman to appear he's moving at a snail's pace (literally)?
If so then it's impossible for Superman to win.
But if Superman can manage to move at least 50% (or some significant percent that we can all agree on) of Flash's perception speed then Superman has a shot.

Plus Flash would be thinking the same thing. He knows Superman can wipe him out in one attack and that Superman is fast too. Therefore, he knows to make sure Superman is a snail or speed steal (if he isnt) and then IMP (or BFR if it was on)

BFR is on. Standard rules, within the context described in the OP.

Well Flash has a second way to win. Whichever is more feasible for him

All I'll point out is that, again, standard rules apply. Which means CIS is on, PIS is not, BFR is on, full capacity is on, and per OP they're having a "creation on the line" level of fight.

So it's full capacity but Wally still needs to fight like Wally.

Wally has bfred and stole speed multiple times so that's definitely in his character.
Wally knows how powerful Superman is (can one shot him) and knows what's at stake (creation).
If Wally isn't sufficiently faster then he wins via Bfr or speedsteal IMP combo.

Are we really going to say that if the fate of the universe was at stake, loved ones on the line etc etc, that when faced with Superman he'd just sit down and say nah, I'd never do anything as suicidal as taking on Superman,
