I would say it is a phenomenon in red districts. It is mostly in red states, but there are suburban and rural districts in blue states that can lean red, and it is happening there too. Which tells you that social conservativism is driving the problem.

President Biden announced today that all employers with 100 or more employees must require vaccination or weekly COVID-19 testing.
The emergency temporary standard issued by the Labor Department covers 80-million private sector workers, and businesses that do not comply will face fines of $14,000 per violation.
Biden is also requiring vaccinations for over 17-million health care workers at Medicare and Medicaid participating hospitals and other health care settings—a significant expansion of an existing requirement for nursing homes.
The federal government will also require vaccinations for staff at Head Start and Early Head Start programs, teachers and staff at Department of Defense schools, and teachers and staff at schools operated by the Bureau of Indian Education.

The Transportation Security Administration is doubling fines for first-time offenders who fail to wear masks, effective tomorrow, and repeat offenders could face fines as high as $3,000.
The White House said President Joe Biden was directing the higher fines to "ensure that masking requirements remain in place on the other modes of transportation as we continue to battle COVID-19." The TSA said the new fines will"“be $500–1,000 for first offenders and $1,000–3,000 for second offenders."
Last month, the TSA extended requirements for travelers to wear masks on airplanes, trains, and buses; and at airports and train stations through January 18th to address ongoing COVID-19 risks. The regulations had been set to expire September 13th.
