Not with the people themselves taking matter into their own hands with testing like they have been doing. They cannot suppress facts. It's not pre-information age, anymore.
They can try but it quickly gets out.
Saw a news headline that Trump's promise to have drive-by testing available was not done yet. "There are none! Trump is a liar!" But wait...

This is part of why New York is having to revise its numbers, already: the people pushed for wide-spread (no pun intended) testing so much that they have no choice but to acknowledge the testing and results that are made publicly available. By doing that, they also have to acknowledge that their hysteria was unjustified.
