The trouble with scaling, is the math doesn't mean anything.
I mean, what is a power level, really? They were busting moons at 400, and planets at 18,000. How many points go into two planets? Is there a straight curve, or do more point result in diminished gains?
How many points equal light speed? How many to get to nanosecond reaction times?
Akira Toriyama is infamously inconsistent at the best of times, so it's hard to really say when power levels exceed the kinds of speeds Flash's amount to.
Only sure thing we can say, is bigger numbers means one character can overpower another character in universe, and that's about it. Externally, those numbers are meaningless.

If you actually read my posts, you'd see I never denied Dypso can move at light speed.
It's you people who pretend he can react at light speed, which ignores the fact Freeza surrounded him in a cage and restricted his movements.
If that was Flash, and he limited his speeds to Dypsos, and Gohan came at him in a similar scenario, Flash would have simply moved backwards at light speed.
Dypso did not do this. Probably because he could not.

It's a stepping stone for them. Admit Dypso is light speed, then they can say characters who beat him are light speed (I explained why this doesn't follow)
From there, it's the leap to argue Ultra Instinct DRASTICALLY increased power levels, and so light speed gets scaled waaaaaaaay up for Goku.
How much depends on the individuals head canon. 🙂

I fail to see relevance, UI doesn’t even have to move to dodge he literally can stay in the same place. That later show would have been a nothing burger to UI.

Your post doesnt make sense. Frieza putting him in a cage isnt a low showing and even if it was, Flash have been hit by Deathstroke and Grundy. Flash have far worse showings.
Also, Frieza was said to be faster than Dypso. Dypso had to amplify his speed to its maximum levels, MUCH FASTER to get the drop on Frieza...
