Travel speed is a pointless distinction if the person is physically running at that speed.

They are moving their limbs (arms included) at that speed. Its physically applicable speed in any situation.

But you're talking about comics in which there are plenty of superspeed runners that suck in combat situations.

Vegeta was never controlled by Babidi, he allowed Babidi into his head for the boost in power and was in the pilot's seat from then on. You don't know what you're talking about so just shut the hell up.
