Let's say there were examples of fictional military grade fletchet rounds that were dodged at point blank range. Should that count as a bullet feat?
From looking up the real world things, they have comparable muzzle velocity on launch, then slow down with wind drag (Also nearly impossible to aim thanks to tumbling. But again, these are comic fiction, and no fletchet penetrates steel in real life)
