Your problem really is in the setup of him being placed in the position by the writers(along with bias). Tell me:
1) You think Zod was just gonna let him "have the time" to go save ANYONE as he slings an 18 wheeler at Kal-EL??
2) That he will wait for Clark to grab a person falling down after Zod PUNCHES HIM THROUGH 3 BUILDINGS?!?
3) While plasma beams radiate out his eyes towards a family he was GOING TO KILL until Kal-EL stopped him(as you don't wanna acknowledge Superman saving them of course), right then and there???
4) You say you need to "see him" save everyone in the city... Hey, I would of liked that too. But while you're lamenting the fact that he didn't cause he was legit "busy", you simply poo poo the fact that he just saved BILLIONS of people and prevented the complete destruction of the very planet they live on.
5) Where are those thousand people he took the time to "save" gonna live when the earth is destroyed out of spite?

Again, your problem is with the writing setup. Cause unless you can tell me HOW he could stop another "Superman"(that is ready to crack this planet in two just for spite), without some collateral damage(remember, Clark is saving BILLIONS by stopping the General FIRST)- you just may as well simply say you just hate the movie, writing, director, etc and give NO reason, cause there isn't any choices in this scenario to take(given the setup). 😕
