Unless Ray has more and better feats in the last few years (which seems likely) then Black Bolt should have no problem withstanding an initial attack and draining Ray, just like Dr Light did.
BB’s energy control > Ray’s. And he controls a stronger level of energy than Ray does.
Ray has speed but that edge isn’t enough on its own, here.

That's not a minor speed edge, it's a whopping gulf so wide he may as well be fighting a Flash.

A beaten and battered BB survived being at ground zero of a blast that wiped out over 4 billion stars worth of the Shi'ar Galaxy (the amount of stars contained in at least 2 parsecs of space. 1 parsec = 3.14 light years.). The blast put him in a semi-comatose state for several months (shown/explained in FF Vol.1 #7-8:

BB's control over electrons is so fine tuned that he can even manipulate the electrons in a person's brain to make them go to sleep. Here's him doing such a feat to a Mind Control user (Maximus who is BB's brother). This feat was done FASTER than Maximus was even able to think. BB has a PROVEN HISTORY of hacking energy powers even before the opponent even has a chance to use them. This is due to his Energy Detection ability sensing the energy powers of the person and then BB using a combo of his Energy Conversion and Electron Conversion powers to hack those powers. Nova Prime learned this the hard way.:
that's a GMP-Amped blast that Nova Prime used. Nova Prime's GMP alone has shattered planet-sized asteroids in the 90s. Notice that Nova Prime confirms that BB hacked his powers. Also, Nova Prime's use of the GMP is actually FTL since he trained for several months in space in order to improve that attack. At one point it was sub-light at best when he first started the training.

Honestly Arthur light verse the Ray is a huge pis showing considering that based on feats the raise ability to control in absorb energy is so far beyond anything half of light has Sean it is ridiculous.
In JLA 76 Ray Tirrel absorbed all the light of a dimension. Arthur light doesn't have a feat even close to this ball park.
